Article 1: M14RA Article 2: Purpose To foster and perpetuate the history, development, research and education of M14 type rifles both military and their commercial platforms and variations. To promote firearms safety and marksmanship training for both adults and youth. Article 3: Membership Section 1: eligibility Membership is open to anyone who may be interested in benefiting from what we have to offer. Note: Only US citizens who reside in the US are eligible for purchases through the Association from the CMP. Section 2: Selection Those wishing to become a member, must first complete and submit an application for membership along with $25 ($15 for Juniors) for the current calendar year. Jan 1 through Dec 31. ( Business Affiliate $50) Section 3: Classes/types of membership Adult membership (those age 18 or older) Junior membership (those below age 18) Business Affiliate Membership Memberships are annual and require renewal prior to Jan 1 of the following year. Membership fees are not prorated. Section 4: Suspension or revoking membership A member who has not renewed their membership prior to the expiration date will be deemed suspended automatically. If that happens, as long as they renew within 30 days of the expiration date, they will keep their consecutive year status and not be considered as a new membership. Members who fail to act in the best interests of M14RA, face possible revocation of their membership. This is to include but not limited to dishonesty, dishonest business practices, or conviction of a felony. In such instances, an advisory panel will investigate any complaints and will render a decision as to whether or not the member will be suspended and for how long or simply revoked and barred from any further participation in any association events. Article 4: Offices Section 1: Officer responsibilities President: Oversees the everyday general operation of the association to include marketing, advertising and receipts and dispursements as well as financial reports. Calls meetings of the advisory committee as well as organizes special events. Required to make special appearances when necessary. Advisory Panel Chairman: Presides over meetings/discussions pertaining to association matters and submits the decision of the panel. Advisors (4): Assist in the discussion and decision making pertaining to association matters. Chief Range Officer (Firearms safety Officer): Oversees the implementation of the range and firearm safety program. Firearms safety and marksmanship instructors: Assist the Chief Range Officer in his duties as well as assist those participating in range or firearms safety instruction. Section 2: Term of office President: Term is permanent Advisory Panel Chairperson: Appointed by the President Advisory Panel positions: 2 calendar years (Jan 1 through 31 Dec) Chief Range Officer: Appointed by the President Firearms safety and Marksmanship Instructors: Appoved by the advisory panel. Section 3: Nominations and elections Nominations for advisory panel members are to be submitted between June and September of the last year of the current term. Elections will be held in the month of October in order to facilitate a smooth transition of office. Note: The President and / or Advisory Chair person have the authority to appoint a suitable replacement in the event that an advisory panel member leaves office prior to the end of their term to fulfill the remaining portion of that term or until such a time as a special election is deemed necessary depending on the amount of time remaining to that term. paragraph1: Eligibility In order to be eligible as a candidate for any of the elected offices, one must have demonstrated their ability to participate in the discussion and decision making of organizational matters. Paragraph 2: Nomination Procedures Nominations must be submitted in writing to the president prior to the closing date. All nominations received will be contacted in order to determine eligibility and interest. Once verified, the nominations will be listed in a preliminary "member's only" poll on the M14RA Forum for a vote. The poll will stay open for a period of seven (7) days. The top two choices will be the nominees for the final election vote. Paragraph 3: Election procedures Ballots will be cast via a "member's only" election vote on the M14RA announcements Forum. The election poll will be open for a period of seven (7) days. Once a winner has been established, it will be announced on the forum as well as the Association website. Section 6: Vacancies Paragraph 1: Resignations Any officer wishing to resign, must submit a written resignation. Depending on circumstances, it may be necessary for the resigning officer to remain in office long enough to find a suitable replacement. Paragraph 2: Removal An officer may be removed from office if it is determined that he / she has acted against the best interests of the association, has been involved in conduct un-becoming of his office or has been convicted of a felony. In addition, said officer would be given a hearing to determine the validity of such allegation. In the event said Officer dows not wish to have or participate in that hearing, the decision of the Advisory Panel will be final with no future opportunity for a appeal. Article 5: Committees When necessary, committees may be formed in order to facilitate special events and fund raisers. Committee members will be appointed on a volunteer basis. Article 6: Finance Section 1: Oversight The president is charged with the oversight of organizational funds unless a suitable treasurer is available. The treasurer will be appointed by the President upon advise of the Advisory panel. Section 2: Source of funding Funds will be accumulated by charging membership dues and through various fund raisers. All funds raised must be deposited through the Association's bank account by the end of the next bank business day. Section 3: Maintainence of funds All monies belonging to this organization shall be deposited and disbursed through a bank account established specifically for the Association. Section 4: Disbursement of funds All requests for funding, whether through check or purchase order, must be approved by one of the authorized club officers. All requests must include a receipt or invoice. Article 7: Rules and procedure Due to the logistics of the association's officers, meetings and or discussions may be conducted informally via telephone conference, e-mail or private chat room with either the president or advisory chairman presiding. Section 1: Meetings Association organizational meetings will be held when deemed necessary or every sixty (60) days whichever comes first. General meetings are on an annual basis. location, dates and times to be announced. Section 2: Attendance It will not be necessary to attend the general meetings as part of membership requirements. Attendance is on a voluntary basis. Section 3: Quorum A quorum is the minimum number of members required to be present at a meeting in order to conduct the business of the association. Until such a time as it becomes necessary, a meeting will be considered official providing there are a minimum of three (3) members in attendance. Section 4: Minutes Minutes of each meeting will be taken and kept on record. Article 9: Amendments This constitution may be amended when deemed necessary. Any member in good standing may propose amendments. Proposals will be reviewed by the advisory panel and the president. Once approved by the president, the proposed amendment will be submitted to the general membership for a vote. Vote will be in the form of a "member's only" poll on the forum. An amendment must receive a minimum of two thirds of the votes cast to pass.
